Why is Obama only proposing radical climate legislation now, six and a half years after he became Pesident? Because he knows he could not get such legislation through Congress. And now it doesn’t matter, because by the time it doesn’t get through he’ll no longer be President. At least when the great catastrophe comes he’ll be able to say don’t blame me.
